Isaiah 11 is not talking about a modern traffic signal though it does show us that we are to inquire of Jesus for instructions on when to go or stop or slow down. The signal image of the passage is instead of something like a banner or flag or other rallying standard — it is a military image — where the people will rally to the standard. In fact, the traffic begins flowing to the standard because of a new exodus making it dry land to cross to get there. The standard/signal/flag/banner is actually Jesus Himself and He raises that signal by being lifted up on the cross to draw many kinds of people to rally to Himself. We might say that this turns the light green for us to go up on the invisible holy mountain where all is at peace. And so our focus is on encouraging one another to rally together on the mountain — to come to worship and hear the directions of Jesus.
