The main point of 1 Cor 7:32-40 is that those who are married have divided interests but Paul wants to see everyone with undivided devotion to the Lord. This is easier for those who are not presently married, since they do not have divided interests, and so Paul’s “premarital counseling” is to talk as many as possible out of getting married. However, those with strong passions Paul tells to get married already (so long as they meet the Scriptural qualifications for marriage) because getting married is not a sin for them. There are rules about who can marry and to whom in Scripture, but the general question about whether one should marry is an issue of wisdom. The main thing is having an undivided devotion to the Lord.
